Sex Offender/Shoplifter Among Those Entering Criminal Pleas

 

            Huntsville, TN (2008-10-16) A convicted sex offender that violated his reporting requirements and a woman that stole merchandise from an area discount store were among the persons entering pleas last Monday in Scott County Criminal Court.

            Harold Lee Franklin, 60, of Robbins entered into a plea agreement last Monday in Scott County Criminal Court, admitting his failure to properly report his change of address to his probation officer.  In September, the Scott County Sheriff’s Department arrested Franklin at a home near his sister house, where was suppose to be staying.  Authorities charged Franklin for failing to properly report a change of address within the state required 48-hour period.

            Franklin pleaded guilty to Violation of the Sexual Offender Registration Law, a Class E felony.  In the agreement, Franklin received a two-year sentence, but was eligible for alternative sentencing.  He will serve 90-days in jail, followed by Community Corrections probation.

            Cecelia Ann Cooper, 36, of Oneida pleaded guilty to a single count of theft of over $1,000.  Cooper was one of four women arrested by the Oneida Police Department in August for shoplifting merchandise from the Wal-Mart SuperCenter in Oneida.  Cooper received five years of supervised probation for her involvement in the case.  Last week, a co-defendant in the case, Sharon K. Owens, 49, of Oneida was indicted by the Scott County Grand Jury; and,

            Billy Keith Frye, 21, of Helenwood pleaded guilty to burglary charges on Monday.  Frye was arrested in August by the Oneida Police Department for breaking-into an Oneida residence.  Frye received a four-year sentence for his involvement.  Because of a prior conviction, Frye received a total effective sentence of seven year.  As part of his plea agreement, Frye sentence was commuted to four years of supervised probation.   He was also order to make restitution to the homeowner.
