County Employees To Keep Unused Vacation Time

 

Huntsville, TN (2010-08-16) The Scott County Commission voted Monday night to allow County employees to carry over their unused vacation time from fiscal year 2009-2010. The Commission will review the County’s policy on unused vacation time in the near future.

Near the conclusion of the final meeting of the current Scott County Commission, returning Commissioner Ron Blevins introduced a resolution to allow all employees of Scott County to carry over all unearned paid leave on the books as of August 31, 2010. Current County policy states that all unused leave time remaining at the employee’s contract anniversary date will not be carried over to the following year. 

Using the Scott County Sheriff’s Department as an example, Blevins stated that due to changing economic circumstances, not all employees are able to use their accrued time during the course of the year. “Employees should not be punished because there was no one to fill in while they took their vacation,” Blevins declared. “Until we can amend the policy with the new Commission being seated in September, people should not lose their time,” Blevins noted.

While Commissioner Ernest Phillips agreed that employees should not lose their vacation days, he surmised that the Commission should not be ultimate arbiter on the issue. “The heads of those departments need to be taking responsibility to get those people (who have vacation time remaining) taken care of,” Phillips stated.

During discussion on the resolution, Commissioner Jeff Watson found issue with the language of the bill. Watson noticed that there was no end date to the resolution, thus allowing for unlimited carryover should the Commission not amend its policy. Watson motioned to amend the resolution to end the carryover period June 30, 2011, the end of the next fiscal year in the County. That motion passed by a vote of 11-1, with Commissioner Willie Boyatt casting the lone dissenting vote, and Commissioners Gerry Garrett and Clyde Zachary absent.

Thus amended, the original motion on the resolution came to a 10-2 vote, with Commissioners Mike Slaven and Boyatt casting the dissenting votes.
